STATE GOVERNMENT FINANCE AND POLICY MINUTES

Representative Ginny Klevorn, Co-Chair of the State Government Finance and Policy
Committee, called the meeting to order at 8:17 A.M. on February 19, 2026, in Room G23 of the
Minnesota State Capitol Building.
The Committee Legislative Assistant noted the roll.

Co-Chair Klevorn moved to approve the minutes from April 10th, 2025. THE MOTION
PREVAILED.
Presentation from the “Office of the Attorney General” on fraud updates.
Presenting:

• Nick Walker, Director of the Medicaid Fraud Control Unit, AGO
• Abdulaziz Mohamed, Government affairs and Public Policy Coordinator. AGO
Presentation titled “Department of Minnesota IT services” on fraud updates.
Presenting:
• Tomes Tarek, Commissioner, MNIT and States Chief Information Officer.
• John Eichten, Deputy Commissioner, MNIT

Presentation titled “Department of Revenue” on fraud updates.
Presenting:
• Paul Marquart, Commissioner, MDOR.
• Kevin Armstrong, Legislative Coordinator, MDOR
• Melanie Leslie, Director of Criminal Investigation, MDOR

SF856, (Norris) Office of the Inspector General Created, reports required, and money
appropriated.
Co-Chair Klevorn moved SF 856 re-referred to Judiciary finance and civil law committee.
Co-Chair Klevorn moved DE5 Amendment to SF856.
Co-Chair Klevorn requested a roll-call vote on DE5 Amendment.
Representative Norris presented the DE5 amendment to SF 856.
Chair Klevorn renewed the motion to adopt the DE5 amendment to SF 856.
The Committee Legislative Assistant noted the roll.
