MINUTES

Representative Nash, Chair of the State Government Finance and Policy Committee, called the meeting to order meeting at 8:15 AM, on March 24th, 2026, in Room G23 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Co-Vice Chair Davis moved the minutes of March 17th, 2026 be approved. THE MOTION PREVAILED.

SF0856 (Norris) Office of the Inspector General creation and appropriation.

Co-Chair Nash moved SF0856 be re-referred to the Judiciary Finance and Civil Law Committee.

Co-Chair Nash moved to adopt the S0856DE6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Nash renewed the motion that SF0856, as amended, be re-referred to the Judiciary Finance and Civil Law Committee.

HF3672 (Quam) Recommendations of the legislative auditor regarding agency grant, inventory, and debt collection practices implemented.

Representative Quam moved HF3672 be re-referred to the Ways and Means Committee.

Representative Quam moved the H3672A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H3672A2 amendment. Representative Quam withdrew the H3672A2 amendment.

Representative Quam renewed the motion that HF3572, as amended, be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF1234 (Scott) Payment transparency required in public contracts.

Co-Chair Nash moved HF1234 be re-referred to the Ways and Means Committee.

Co-Chair Nash moved the H1234A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Nash renewed the motion that HF1234 be re-referred to the Ways and Means Committee as amended. THE MOTION PREVAILED.

Co-Vice Chair Davis assumed the gavel at 8:48 AM.

HF4591 (Nash) Noncommercial radio station grants eligibility modified, and money appropriated.

Co-Chair Nash moved HF4591 be re-referred to the Ways and Means Committee.

Co-Chair Nash moved the following oral amendment. Page 1, line 9, before the second instance of “snow” insert “private and public”. THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Co-Chair Nash renewed the motion HF3554, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF0936 (Nash) Cost-benefit analysis required for proposed administrative rules, adoption of certain rules prohibited, and notice to legislature upon adoption of exempt rules required.

Co-Chair Nash moved HF0936 be re-referred to the Ways and Means Committee.

Co-Chair Nash moved the H0936A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
