STATE GOVERNMENT FINANCE AND POLICY MINUTES

Representative Ginny Klevorn, Co-Chair of the State Government Finance and Policy
Committee, called the meeting to order at 8:15 A.M. on April 9, 2026, in Room G23 of the
Minnesota State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Klevorn moved that the minutes from April 7, 2026, be approved. THE MOTION PREVAILED.

HF 4364 (Jordan) Council on Central and Eastern European Affairs established, reports required, and money appropriated.

Representative Jordan presented HF 4364 on an informational basis.

HF 4543 (Frazier) Creation of centralized certified payroll reporting portal and database for all state projects covered by prevailing wage requirements required, and money appropriated.

Chair Klevorn moved HF 4543 before the committee.

Chair Klevorn moved the DE1 amendment to HF 4543. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Frazier presented HF 4543 as amended.

HF 4821 (Klevorn) Authorizing the rounding of a payment or transfer of cash; changing a provision in health insurance benefits plans offered in the nonrepresented employees compensation plan and the managerial plan.

Vice-Chair Bahner moved that HF 4821 be re-referred to the General Register.

Chair Klevorn presented HF 4821.

Vice-Chair Bahner moved that HF 3461 be re-referred to the General Register.

Chair Klevorn presented HF 3461.

Vice-Chair Bahner renewed the motion that HF 3461 be re-referred to the General Register. THE MOTION PREVAILED.

Chair Klevorn assumes the gavel at 9:00 A.M.

HF 4883(Bahner) Legislative branch code of ethics established, data practices modified, cash transaction rounding required, funds mandate determination provided, other state government provisions modified, and money appropriated.

Vice-Chair Bahner presented HF 3629 on an informational basis.
