MINUTES

Representative Bliss, Co-Chair of the Veterans and Military Affairs Division, called the meeting to order at 8:15 AM, on April 9, 2025, in Room G23 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Feist moved the minutes of April 2, 2025 be approved. THE MOTION PREVAILED.

HF2444 (Bliss/Xiong) Veterans and military affairs finance bill.

Co-Chair Bliss moved HF2444 be re-referred to the Ways and Means Committee.

Co-Chair Xiong moved the H2444DE2 amendment.

Co-Chair Bliss moved the H2444A2 amendment to the H2444DE2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Xiong moved the H2444A4 amendment to the H2444DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Xiong renewed the motion that H2444DE2 amendment, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

3. HF 2444 (Bliss / Xiong) Department of Military Affairs and Department of Veterans Affairs budget established, accreditation and disclosure requirements for providers of veterans benefits services modified, memorial plague on State Capitol grounds required, and money appropriated.

Note: A delete-all amendment that inserts the language of the House Veterans and Military Affairs Division Budget Bill and spreadsheet has been posted.

House staff will do a walk-through of the DE 2 delete-all amendment and amendments to the delete-all. Public testimony will then be taken followed by member discussion, and the bill will then be passed out of the Division.

4. Adjourn

Testimony: Written testimony or requests to testify in person are due via e-mail to john.hultquist@house.mn.gov, the Committee Administrator for this hearing, by 12:00 noon Tuesday, April 8. In-person testimony may be limited due to committee time constraints. Committee documents will be posted in advance of the hearing.

Amendments: Any amendments must be emailed to both committee administrators: john.hultquist@house.mn.gov and matt.baumann@house.mn.gov. The deadline for receipt of amendments is 3:00 p.m. Tuesday, April 8.
