TAXES COMMITTEE MEETING MINUTES

Representative Aisha Gomez, Chair of the Taxes Committee, called the meeting to order at 10:15 A.M. on March 10, 2026, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Joy moved the minutes of March 5, 2026, be approved. THE MOTION PREVAILED.

HF2715 (Tabke) Relating to taxation; property tax refunds; reducing homestead credit refund co-pays; amending Minnesota Statutes 2024, section 290A.04, subdivisions 2, 4.

Chair Gomez moved that HF2715 be laid over for possible inclusion in the 2026 Tax Bill.

Chair Gomez moved the HF2715DE1 Amendment to be adopted. THE MOTION PREVAILED.

Representative Tabke presented HF2715 as amended.

Testifiers:
• Paul Eger, Senior Vice President, Governmental Affairs, Minnesota Realtors.
• Nathan Jesson, Minnesota Inter-County Association (MICA).

HF2715, as amended, was laid over for possible inclusion in the 2026 Tax Bill.


HF2499 (Lee) Relating to taxation; individual income; expanding the renter's credit to provide parity with the homestead credit refund; amending Minnesota Statutes 2024, section 290.0693, subdivision 3.

Representative Lee moved that HF2499 be laid over for possible inclusion in the 2026 Tax Bill.

Representative Lee moved the HF2499DE1 Amendment to be adopted. THE MOTION PREVAILED.

Representative Lee presented HF2499 as amended.

Testifiers:

HF2499, as amended, was laid over for possible inclusion in the 2026 Tax Bill.

HF3420 (Lee) Relating to taxation; extending the expiration of the Hennepin County and Ramsey County deed and mortgage taxes; amending Minnesota Statutes 2024, sections 383A.80, subdivision 4; 383B.80, subdivision 4.

Representative Lee moved that HF3420 be laid over for possible inclusion in the 2026 Tax Bill.

Representative Lee presented HF3420.

Representative Norris moved that HF3657 be laid over for possible inclusion in the 2026 Tax Bill.

Representative Norris presented HF3657.

HF2303 (Norris) Relating to taxation; property tax refunds; simplifying the income definition used to calculate homestead credit refunds; amending Minnesota Statutes 2024, section 290A.03, subdivision 3.

Representative Norris moved that HF2303 laid over for possible inclusion in the 2026 Tax Bill.

Representative Norris moved the HF2303DE1 Amendment to be adopted. THE MOTION PREVAILED.

Representative Norris presented HF2303 as amended.

HF2303, as amended, was laid over for possible inclusion in the 2026 Tax Bill.
