MINUTES

Representative Koznick, Chair of the Transportation Finance and Policy Committee, began the meeting at 1:32 PM on February 25th, 2026, in Room 123 of the State Capitol Building.

Philip Schaffner, Minnesota Department of Transportation Office of Transportation System Management Director, presented the Minnesota Department of Transportation Cost Participation Policy Update.

Chair Koznick officially called the meeting to order at 1:43 PM. A quorum was present.

Chair Tabke moved the minutes of February 23rd, 2026, to be approved. THE MOTION PREVAILED.

HF3131 (Franson) Issuance of cancer-related disability parking certificates authorized.

Chair Koznick moved HF3131 before the committee.

Chair Koznick moved the H3131A1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Koznick moved that HF3131, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF3436 (Allen) Vehicles approaching school buses required to stop for flashing red lights.

Chair Koznick moved that HF3436 be placed on the General Register.

Chair Koznick renewed the motion that HF3436 be placed on the General Register. THE MOTION PREVAILED.

HF3241 (Stier) Certain limitations on display of dynamic electronic content while operating a motor vehicle.

Chair Koznick moved that HF3241 be placed on the General Register.

Chair Koznick moved the H3241A1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Koznick moved to orally amend H.F. 3241, as follows: Page 2, line 11, before the semicolon, insert “while used in the performance of official duties.” THE AMENDMENT WAS ADOPTED.

Chair Koznick renewed the motion that HF3241, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF3531 (Joy) Certain retail fuel transactions exempted from retail delivery fee.

Representative Joy moved that HF3531 be re-referred to the committee on Taxes.

Representative Joy moved the H3531A1 amendment. THE AMENDMENT WAS ADOPTED.
