MINUTES

Representative Brad Tabke, Co-Chair of the Transportation Finance and Policy Committee, called the meeting to order at 1:02 PM on Monday, March 2, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Koznick moved that the minutes from February 25, 2026, be adopted. THE MOTION PREVAILED.

Vice-Chair Rehm assumed the gavel.

HF 3418 (Tabke) Community-based pedestrian safety program established, and money appropriated.

Chair Tabke moved HF 3418 before the committee on Transportation Finance and Policy.

Chair Tabke moved the H3418A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Tabke presented HF 3418 as amended.

Testifying on HF 3418 as amended:

• Jake Rueter, Active Transportation Unit Supervisor, Minnesota Department of Transportation

Vice-Chair Rehm laid over HF 3418 as amended.

HF 3739 (Koegel) Marked Trunk Highway 610 designated as Hortman Memorial Highway.

Representative Koegel moved that HF 3739 be re-referred to the Committee on Ways and Means.

Representative Koegel presented HF 3739.

Chair Koznick moved the H3739A1 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Representative Koegel renewed the motion that HF 3739 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED

HF 3791 (Greene) Security and protective services of certain state officials provided, report required, and money appropriated.

Representative Greene moved HF 3791 before the committee on Transportation Finance and Policy.

Representatives Greene and Noor presented HF 3791.

Representative Joy moved the H3791A1 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Representative Olson moved the H3791A2 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Chair Tabke laid over HF 3791.

HF 3356 (Huot) Removal of identifying equipment and insignia from emergency vehicles sold to the public required.

Chair Tabke moved that HF 3356 be re-referred to Committee on Public Safety Finance and Policy.

Chair Tabke moved the H3356A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Huot presented HF 3356 as amended.

Chair Koznick moved the H3356DE1 amendment. THE MOTION DID NOT PREVAIL. THE AMDNEMENT WAS NOT ADOPTED.

Char Tabke renewed the motion that HF 3356, as amended, be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.

HF 3695 (Johnson) Task force on standardized identification for emergency responders established, report required, and money appropriated.

Chair Tabke moved HF 3695 be re-referred to the Committee on Public Safety Finance and Policy.

Chair Tabke moved H3695A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Johnson presented HF 3695 as amended.

Chair Tabke renewed motion that HF 3695, as amended, be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.

The meeting was adjourned at 2:42 PM.
