WAYS AND MEANS COMMITTEE MINUTES

Representative Zack Stephenson, Chair of the Committee on Ways and Means, called the meeting to order at 12:33PM on Tuesday April 22nd, 2025, in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Representative Robbins moved the minutes of April 21, 2025. THE MOTION PREVAILED.

HF 2563 (Vang) Legacy finance bill.

Chair Stephenson moved that HF 2563 be re-referred to the General Register. THE MOTION PREVAILED.

HF 2300 (Scott) Judiciary finance bill.

Representative Scott moved that HF 2300 be temporarily laid over.

Representative Scott moved the H2300A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Scott and Representative Liebling presented HF 2300 as amended.

Representative Scott renewed the motion that HF 2300 as amended be temporarily laid over. The bill as amended was laid over.

HF 2432 (Novotny) Public safety policy and finance bill.

Representative Novotny moved that HF 2432 be re-referred to the General Register.

Representative Novotny and Representative Moller presented HF 2432.

Representative Scott moved that the language contained in HF 2300 as amended be incorporated into HF 2432, the Public Safety and Judiciary omnibus, as separate articles. THE MOTION PREVAILED.

Representative Novotny renewed the motion that HF 2432 as amended be re-referred to the General Register, and that non-partisan staff be directed to make any technical corrections and amend the title. THE MOTION PREVAILED.

HF 2445 (Igo) Housing finance bill.

Representative Igo moved that HF 2445 be laid over.

Representative Igo and Representative Howard presented HF 2445.

Representative Igo renewed the motion that HF 2445 be laid over. The bill was laid over.

HF 2443 (Her) Commerce finance bill.

Chair Stephenson moved that HF 2443 be laid over.

Representative Her and Representative O’Driscoll presented HF 2443.

Chair Stephenson moved the H2443A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Stephenson renewed the motion that HF 2443 as amended be laid over. The bill as amended was laid over.

HF 2439 (Heintzeman) Environment and natural resources finance bill.

Representative Heintzeman moved that HF 2439 be laid over.

Representative Heintzeman and Representative Fischer presented HF 2439.

Representative Heintzeman renewed the motion that HF 2439 be laid over. The bill was laid over.

HF 3023 (Johnson, P.) Iron ore mining employees additional benefits adopted.

Chair Stephenson moved that HF 3023 be re-referred to the General Register.

Representative Johnson presented HF 3023.

Chair Stephenson renewed the motion that HF 3023 be re-referred to the General Register. THE MOTION PREVAILED.

Vice Chair Agbaje assumed the gavel at 1:56PM.

Chair Stephenson moved that HF 1615 be re-referred to the General Register.
