WAYS AND MEANS COMMITTEE MINUTES

Representative Zack Stephenson, Chair of the Committee on Ways and Means, called the meeting to order at 12:31PM on Thursday April 24th, 2025, in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Representative Robbins moved the minutes of April 23, 2025. THE MOTION PREVAILED.

SF 1959 (Bliss) Veterans finance bill.

Chair Stephenson moved that SF 1959 be recommended for placement on the General Register.

Chair Stephenson moved to delete everything after the enacting clause and insert the language from HF 2444, the first engrossment. THE MOTION PREVAILED.

Chair Stephenson renewed the motion that SF 1959 as amended be recommended for placement on the General Register, and that nonpartisan staff be directed to make any necessary technical changes. THE MOTION PREVAILED.

SF 2298 (Igo) Housing finance bill.

Chair Stephenson moved that SF 2298 be recommended for placement on the General Register.

Chair Stephenson moved to delete everything after the enacting clause and insert the language from HF 2445, the first engrossment. THE MOTION PREVAILED.

Chair Stephenson renewed the motion that SF 2298 as amended be recommended for placement on the General Register, and that nonpartisan staff be directed to make any necessary technical changes. THE MOTION PREVAILED.

SF 2216 (Her) Commerce finance bill.

Chair Stephenson moved that SF 2216 be recommended for placement on the General Register.

Chair Stephenson moved to delete everything after the enacting clause and insert the language from HF 2443, the first engrossment. THE MOTION PREVAILED.

Chair Stephenson renewed the motion that SF 2216 as amended be recommended for placement on the General Register, and that nonpartisan staff be directed to make any necessary technical changes. THE MOTION PREVAILED.

HF 2130 (Kraft) Public safety; various provisions modified relating to revocations, ignition interlock participation length, treatment or rehabilitation program, criminal penalties for participants who operate a vehicle not equipped with interlock device, criminal vehicular homicide offenders, judicial review of an extension, impounded and reissued license plate process, temporary driver's licenses, and criminal penalties.

Chair Stephenson moved that HF 2130 be recommended for placement on the General Register.

Representative Kraft presented HF 2130.

Chair Stephenson moved the H2130A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Stephenson renewed the motion that HF 2130 as amended be recommended for placement on the General Register. THE MOTION PREVAILED.

HF 1943 (Freiberg) Elections finance bill.

Chair Stephenson moved that HF 1943 be laid over.

Chair Stephenson moved the H1943A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg and Representative Quam presented HF 1943 as amended.

Chair Stephenson renewed the motion that HF 1943 as amended be laid over. The bill as amended was laid over.

HF 2436 (West) Children and families finance bill.

Representative West moved that HF 2436 be laid over.

Representative West and Representative Kotyza-Witthuhn presented HF 2436.

Representative West renewed the motion that HF 2436 be laid over. The bill was laid over.

HF 2442 (Acomb) Energy finance bill.

Representative Acomb moved that HF 2442 be laid over.

Representative Acomb moved the H2442DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Acomb presented HF 2442 as amended.

Representative Acomb renewed the motion that HF 2442 as amended be laid over. The bill as amended was laid over.

- SF2298 is the Senate companion of HF2445, which was heard in the Ways & Means committee on 4/22/25. The committee will move to substitute the language of HF2445 onto SF2298.

V. *SF2216 (Her) - Commerce Finance Bill.
- SF2216 is the Senate companion of HF2443, which was heard in the Ways & Means committee on 4/22/25. The committee will move to substitute the language of HF2443 onto SF2216.
