MINUTES

Representative Torkelson, Chair of the Ways and Means Committee, called the meeting to order at 10:15 AM on February 23rd, 2026, in Room 120 of the Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Agbaje moved the minutes of May 18th, 2025, be approved. THE MOTION PREVAILED.

The following individuals gave a presentation titled, “Minnesota’s Economic Imperative for Growth”

Jennifer Byers, Vice-President of Minnesota Chamber of Commerce
Sean O-Neil, Senior Director of Economic Development for Minnesota Chamber of Commerce

John Phelan, Economist for Center of the American Experiment, gave a presentation titled, “Accounting for Growth in Minnesota: Performance and Prospects”


The meeting was adjourned at 12:03 PM.
