MINUTES

Representative Torkelson, Chair of the Ways and Means Committee, called the meeting to order at 10:15am on March 23rd, 2026, in Room 120 of the Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Vice-Chair Agbaje moved the minutes of March 9th, 2026, be approved. THE MOTION PREVAILED.

HF3298 (Mekeland) – Reimbursement program established for underground petroleum storage tank systems with pressurized single-walled steel piping

Chair Torkelson moved that HF3298 be placed on the General Register.

Dallas Fischer, Fueling MN, testified.

Chair Torkelson renewed the motion that HF3298 be placed on the General Register. THE MOTION PREVAILED.

SF3832 (Nelson) – Eligibility for the Dairy Assistance, Investment, Relief Initiative (DAIRI) program modified

Chair Torkelson moved that SF3832 be placed on the General Register.

Thom Peterson, Commissioner, MN Department of Agriculture, testified.

HF3528 (Sexton) – Board of Barber Examiners provisions modified

Chair Torkelson moved that HF3528 be placed on the General Register.

Chair Torkelson renewed the motion that HF3528 be placed on the General Register. THE MOTION PREVAILED.

HF3516 (Schomacker) – Dentistry progression licensure, registration, scope of practice, continuing education, and disciplinary grounds modified; and fees established

Rep. Schomacker moved that HF3516 be placed on the General Register.

Rep. Schomacker renewed the motion that HF3516 be placed on the General Register. THE MOTION PREVAILED.

HF3972 (Huot) – Short-term rental guarantees and reimbursement insurance policies provided and regulated

Chair Torkelson moved that HF3972 be placed on the General Register.

Chair Torkelson renewed the motion that HF3972 be placed on the General Register. THE MOTION PREVAILED.

HF4118 (Kotyza-Witthuhn) – Credit unions authorized to obtain insurance from credit union share insurance provider, and credit union share guaranty corporations regulated

Chair Torkelson moved that HF4118 be re-referred to the Commerce committee. THE MOTION PREVAILED.
