MINUTES

Representative Torkelson, Chair of the Ways and Means Committee, called the meeting to order at 4:51PM on April 23rd, 2026, in Room 120 of the Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Vice-Chair Agbaje moved the minutes of April 22nd, 2026, be approved. THE MOTION PREVAILED.

HF1082 (Moller)– Public safety; time extended to use appropriations; sale or transfer of a law enforcement vehicle, assault of hospital or clinic security guard, and grooming prohibited; crimes of impersonating a peace officer and theft modified; task forces and grant program established; MINNCOR policies modified; domestic violence cases process modified; criminal penalties provided; reports required; and money appropriated.

Representative Moller moved that HF1082 be placed on the General Register.

Chair Torkelson moved the HF1082A15 amendment. THE AMENDMENT WAS ADOPTED.

Chair Torkelson moved the H1082A16 amendment. THE AMENDMENT WAS ADOPTED.

Representative Moller renewed the motion that HF1082, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF4252 (Wolgamott) – Student aid reporting requirements modified; additional accommodations for parenting students required; American Indian Scholars program eligibility modified; provisions modified related to private career schools, private and out-of-state postsecondary institutions, unemployment insurance aid, and developmental courses; prior appropriations modified; and reports required.
HF4252 is the Higher Education Supplemental Finance Bill.

Chair Torkelson moved that HF4252 be placed on the General Register.

Chair Torkelson moved the HF4252A18 amendment. THE AMENDMENT WAS ADOPTED.

Chair Torkelson renewed the motion that HF4252, as amended, be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 5:09PM.
