MINUTES

Representative Torkelson, Chair of the Ways and Means Committee, called the meeting to order at 1:00PM on April 29th, 2026, in Room 120 of the Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Vice-Chair Scott moved the minutes of April 27th, 2026, be approved. THE MOTION PREVAILED.

HF4466 (Bierman)– Health-related licensing boards, the Department of Health, directed payments, and medical assistance federal conformity provisions modified; allowable disclosures expanded to commissioner of human services; work or community engagement requirements established; fees established; and money appropriated. HF4466 is the Health Supplemental Finance Bill.

Chair Torkelson moved that HF4466 be placed on the General Register.

Chair Torkelson moved the HF4466A8 amendment. THE AMENDMENT WAS ADOPTED.

Stefan Gildemeister, Director of Health Economics Program, Minnesota Department of Health, testified.

Representative Kotyza-Witthuhn moved the HF4466A9 amendment and requested a roll call vote. The results were as follows:

Chair Scott moved the HF4466A11 amendment.

Chair Scott withdrew the HF4466A11 amendment.

Chair Torkelson renewed the motion that HF4466, as amended, be placed on the General Register. THE MOTION PREVAILED.

SF476 (Norris) – Human services policy bill.

Chair Torkelson moved SF476 before committee and laid it over.

HF729 (Noor) – Human services; various provisions modified relating to Direct Care and Treatment, the Department of Health, health care, medical assistance provider enrollment, aging and disability services, behavioral health, homelessness, housing, and maltreatment of vulnerable adults; housing stabilization supports provisions removed; rulemaking required; release of initial Optum reports required; Optum prohibited from disseminating private data; reports required; and money appropriated.

Chair Torkelson moved HF729 before the committee.

Chair Torkelson moved the HF729A15 amendment.

Representative Noor moved the following oral amendment to the HF729A15 amendment: On P.6, L.20, strike “2027” and insert “2028”. THE ORAL AMENDMENT WAS INCORPORATED.

Chair Torkelson renewed the motion to adopt the HF729A15 amendment, as amended. THE AMENDMENT WAS ADOPTED.

HF729, as amended, was laid over.

Chair Torkelson moved that SF476 be placed on the General Register.

Chair Torkelson moved to amend SF476 by deleting everything after the enacting clause and inserting the language from HF729, as amended.

Chair Torkelson renewed the motion that SF476, as amended, be placed on the General Register. THE MOTION PREVAILED.

The committee recessed at 2:08PM.

The committee reconvened at 7:37PM

SF856 (Norris) - Office of the Inspector General created, advisory committee created, conforming and technical changes made, interagency agreements provided, reports required, and money appropriated.

Chair Torkelson moved that SF856 be placed on the General Register.

Representative Klevorn moved the S0856A14 amendment.

Representative Klevorn moved to divide the S0856A14 amendment between lines 1.4 and 1.5.

Representative Klevorn moved to adopt lines 1.5-1.9 of the S0856A14 amendment and requested a roll call vote. The results were as follows:

SF476 will be the Human Services Policy Bill. The Committee will take up the senate file; delete the Senate language; and amend the House language onto SF476.
