WAYS AND MEANS COMMITTEE MINUTES

Representative Cedrick Frazier, Chair of the Committee on Ways and Means, called the meeting to order at 10:15AM on Monday, April 27, 2026, in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Chair Torkelson moved to adopt the minutes of April 22, 2026. THE MOTION PREVAILED.

2026 House Budget Resolution coded BUDRES06

Chair Frazier moved BUDRES06 before the committee.

Discussion of BUDRES06.

Chair Frazier renewed the motion to adopt BUDRES06. THE MOTION PREVAILED.

HF3732 (Pinto) Department of Employment and Economic Development funding provided, economic development and workforce development policy modified, labor and industry policy changes made, prior appropriations canceled and modified, fees modified, reports required, and money appropriated.

Chair Frazier moved HF3732 be placed on the general register.

Representative Pinto moved to adopt the H3732A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Frazier moved to adopt the H3732A6 amendment.

Representative Klevorn requested a roll call on H3732A6.

HF4195 (Kotyza-Witthuhn) Youth intervention program grants modified, and appropriations modified.

Chair Frazier moved HF4195 be referred to the general register.

Representative Kotyza-Witthuhn moved adoption of the H4195A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kotyza-Witthuhn presented HF4195 as amended.

Chair Frazier renewed the motion to refer HF4195 as amended to the general register. THE MOTION PREVAILED.

HF4223 (Elkins) Strengthen Minnesota homes program modified, and money appropriated.

Chair Frazier moved HF4223 be laid over for possible inclusion in an omnibus bill.

Representative Elkins presented HF4223.

The bill was laid over.

HF3532 (Olson) Eligibility for burial in state veterans cemeteries modified.

Chair Frazier moved HF3532 be referred to the general register.

Representative Olson presented HF3532.

Chair Frazier renewed the motion to refer HF3532 to the general register. THE MOTION PREVAILED.
