MINUTES
Representative Torkelson, Chair of the Ways and Means Committee, began the meeting at 10:00AM on May 7th, 2026, in Room 120 of the Capitol. A quorum was not present.
Representative Lillie began testimony on HF4074.
Chair Torkelson called the meeting to order at 10:03AM, a quorum was present.
The Committee Legislative Assistant noted the roll.

Vice-Chair Agbaje moved the minutes of May 6th, 2026, be approved. THE MOTION PREVAILED.
HF4074 (Lillie)– Retirement; expense apportionment modified among funds managed by the State Board of Investment, administrative changes made to statutes governing the retirement plans administered by the Minnesota State Retirement System, correctional employees clarified to remain in the correctional employees retirement plan while working for a labor organization, conforming changes made, enrollment procedures modified, correctional plan membership committee clarified to no be subject to open meeting law and agency appointment and registration requirements, and deputy fire marshals allowed to elect coverage by the state fire marshals subplan.
Chair Torkelson moved that HF4074 be placed on the General Register.
Chair Torkelson moved the HF4074DE2 amendment before committee.
Chair Torkelson moved the HF4074A8 amendment to the HF4074DE2 amendment. THE MOTION PREVAILED.
Chair Torkelson moved the HF4074DE2 amendment, as amended. THE MOTION PREVAILED.
Chair Torkelson renewed the motion that HF4074, as amended, be placed on the General Register. THE MOTION PREVAILED.
SF4282 (Youakim) – Forecast adjustments made to prekindergarten through grade 12 education programs, and money appropriated.
Chair Torkelson moved that SF4282 be placed on the General Register.
Chair Torkelson moved the SF4282DE1 amendment. THE AMENDMENT WAS ADOPTED.
Chair Torkelson renewed the motion that SF4282, as amended, be placed on the General Register. THE MOTION PREVAILED.
