FRAUD PREVENTION AND STATE AGENCY OVERSIGHT POLICY COMMITTEE

MINUTES

Representative Robbins, Chair of the Fraud Prevention and State Agency Oversight Policy Committee, called the meeting to order at 8:17 AM on Monday, February 23, 2026, in room 120 of the State Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice-Chair Anderson moved that the minutes of January 21, 2026, be approved. THE MOTION PREVAILED.

The committee heard a presentation from the Department of Human Services on the Early Intensive Developmental and Behavioral Intervention program.

- James Clark – Inspector General, Department of Human Services
- Kristy Graume – Director of State Government Relations, Department of Human Services
- John Connolly – Deputy Commissioner, State Medicaid Director, Department of Human Services

- Dr. Eric Larsson – PhD, Chair, Autism Treatment Association of Minnesota

HF3542 (Hudson) Disclosure of certain investigations and withholding of payments required within 30 days of a request.

Representative Hudson moved HF3542 to be re-referred to the Children and Families Finance & Policy Committee.

Representative Pinto moved the H3542A2 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Hudson moved the following oral amendment: Page2, line 16, after “request” insert “if the commissioner has taken action to reduce, suspend, or withhold payments to the subject of the investigation” THE ORAL AMENDMENT WAS ADOPTED.

Representative Hudson renewed the motion that HF3542, as amended, be re-referred to the Children and Families Finance & Policy Committee. THE MOTION PREVAILED.

The meeting was adjourned at 10:00 AM.
