FRAUD PREVENTION AND STATE AGENCY OVERSIGHT POLICY COMMITTEE

MINUTES

Representative Robbins, Chair of the Fraud Prevention and State Agency Oversight Policy Committee, called the meeting to order at 3:00 pm on Tuesday, May 5, 2026, in room G3 of the State Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Members Present:

GREENMAN, Emma
NASH, Jim
SCHULTZ, Isaac

A quorum was present.

Vice-Chair Anderson moved that the minutes of April 28, 2026, be approved. THE MOTION PREVAILED.

The committee had an end of session wrap-up discussion and heard from public testifiers.

Testifiers:

- Nathanael Olson, Disability Advocate
- Faye Bernstein, Department of Human Services
- Jay Swanson, former Manager, Department of Human Services Recipient and Child Care Provider Investigation Unit
- David Hoch, Public Testifier
- Juline Ruth Lovaas Birgersson, Public Testifier

Chair Robbins moved to approve a legislative subpoena requesting access to exhibits from the U.S. v. Bock, et. al case that pertained to Congresswoman Ilhan Omar’s office. The roll call vote was taken and the motion failed to pass.

Lead Pinto requested a roll call vote. The results were as follows:

NAYS:
Lead Pinto
Representative Elkins
Representative Greenman

On a vote of 5 AYES and 3 NAYS, THE MOTION DID NOT PREVAIL.

The meeting was adjourned at 5:01 pm.
