FRAUD PREVENTION AND STATE AGENCY OVERSIGHT POLICY COMMITTEE

MINUTES

Representative Robbins, Chair of the Fraud Prevention and State Agency Oversight Policy Committee, called the meeting to order at 1:15 pm on Tuesday, April 28, 2026, in room G3 of the State Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice-Chair Anderson moved that the minutes of April 21, 2026, be approved. THE MOTION PREVAILED.

The committee heard testimony from the Department of Children, Youth, and Families regarding the Child Care Assistance Program (CCAP).

Testifiers:

- Tikki Brown, Commissioner, Department of Children, Youth, and Families
- Randy Keys, Inspector General, Department of Children, Youth, and Families

The committee heard testimony from a former criminal investigator for CCAP under the Minnesota Department of Human Services. Member discussion followed.

Testifiers:

- Jay Swanson, former Manager, Department of Human Services Recipient and Child Care Provider Investigation Unit

The meeting was adjourned at 3:03 pm.
