EDUCATION POLICY COMMITTEE

MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the remote Education Policy Committee meeting to order at 2:32 P.M. on Tuesday, April 28, 2020 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Her moved that the minutes of April 22, 2020 be adopted. THE MOTION PREVAILED.


HF 3186 (Youakim) Prekindergarten through grade 12; policy and technical changes made to provisions including general education, schools, teachers, definitions, and timelines; and reports required.

HF 3186 was heard on February 11, 2020. The bill was brought back before the committee for further discussion in this hearing.

Testifiers and members referred to the HF 3186 DE2 Amendment throughout the hearing.

The following testifiers spoke regarding the bill:
Mary Cathryn Ricker, Commissioner of the Minnesota Department of Education;
Adosh Unni, Director of Government Relations for the Minnesota Department of Education;
Paul Spies, Co-Founder of the Coalition to Increase Teachers of Color and American Indian Teachers in MN;
Maren Hulden, Staff Attorney with the Legal Services Advocacy Project;
Laurie Harper, Education Director of the Leech Lake Band of Ojibwe;
Roger Aronson, speaking on behalf of the Minnesota Elementary School Principals’ Association and the Minnesota Association of Secondary School Principals; and
Michelle Koffa, Policy Manager for EdAllies.

Testifiers took member questions on the bill.
