AGRICULTURE FINANCE & POLICY COMMITTEE MINUTES

Representative Kristi Pursell, Chair of the Committee on Agriculture Finance and Policy Committee, called the meeting to order at 1:00 PM on March 23, 2023, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Nelson moved to adopt the March 21st, 2023, minutes. THE MOTION PREVAILED.

HF 2773 (Vang); Hemp fibers processing equipment grant program established, research and equipment grant funding provided, and money appropriated.

Representative Vang moved that HF 2773 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Vang presented HF 2773.

Representative 2773 renewed the motion that HF 2773 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

HF 2946 (Vang); Hemp provisions amended.

Representative Vang moved that HF 2946 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Vang presented HF 2946.

Representative Vang renewed the motion that HF 2946 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

HF 2861 (Vang); Minnesota dairy farmers grants funding provided, and money appropriated.

Representative Vang moved that HF 2861 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill. The bill was laid over.

Representative Vang presented HF 2861.

Representative Vang renewed the motion that HF 2861 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

HF 1587, as amended (Vang); Nonnative Phragmites added to noxious weed provisions.

Representative Vang presented HF 1587, as amended.

Representative Vang renewed the motion that HF 1587, as amended, be re-referred to the general register. THE MOTION PREVAILED.

Representative Vang assumed the gavel at 1:31 PM.

HF 2784 (Sencer-Mura); Farming incubator project funding provided, and money appropriated.

Representative Sencer-Mura moved that HF 2784 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Sencer-Mura moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Representative Sencer-Mura presented HF 2784, as amended.

Agriculture Policy Omnibus Bill
Late Monday, March 20, 2023: Ag policy omnibus bill HF 1587 (Vang) will be posted.
Tuesday, March 21, 2023: walk through and public testimony.
12 pm noon, Wednesday, March 22: amendments due.
Thursday, March 23: mark up and passage.
Friday, March 24: mark up and passage, if necessary.

HF 1587 (Vang) Restricted species provisions modified. DE amendment – mark up and passage.
HF 2784 (Sencer-Mura) Farming incubator project funding provided, and money appropriated.
HF 2861 (Vang) Minnesota dairy farmer grants funding provided, and money appropriated.
