CHILDREN AND FAMILIES FINANCE AND POLICY COMMITTEE MINUTES

Representative Dave Pinto, Chair of the Children and Families Finance and Policy Committee, called the meeting to order at 8:32 A.M. on March 12th, 2024, in Room 200N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Lee moved that the minutes from March 7th, 2024 be approved, THE MOTION PREVAILED.

Presentation titled, “One Minnesota Budget Implementation Minnesota Management and Budget (MMB) Department of Children, Youth, and Families Implementation”.

Presenting:

HF3721 (Coulter) Definition of child in need of protection of protection or services modified.

Representative Coulter moved the DE2 Amendment, THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Coulter moved to re-refer HF3721 as amended to the Education Finance Committee.

Representative Coulter presented HF3721 as amended.

Rep. Coulter renewed his motion to re-refer HF3721 as amended to the Education Finance Committee, THE MOTION PREVAILED, THE BILL WAS RE-REFERRED.

HF3469 (Keeler) SNAP established as medicine program, and money appropriated.

Vice Chair Keeler moved the A1 Amendment, THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTE.

Vice Chair Keeler presented HF3469 as amended.

Vice Chair Keeler renewed her motion to re-refer HF3469 to the Health Finance and Policy Committee, THE MOTION PREVAILED, THE BILL WAS RE-REFERRED.

HF2666 (Hollins) Minnesota basic income grant program established, report required, and money appropriated.

Vice Chair Keeler moved the DE2 Amendment, THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Vice Chair Keeler moved to re-refer HF2666 as amended to the Human Services Finance Committee.

Representative Hollins presented HF2666 as amended.

AMENDMENTS: All amendments that are substantive must be given to the CA by 1:00 PM on the day prior to the committee hearing. This deadline may be waived at the discretion of the Chair.
