FINANCE AND POLICY MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on March 5, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pursell moved to approve the minutes for the regular February 28, 2024 meeting. THE MOTION PREVAILED.

Representative Brand moved to approve the minutes for the first Joint Capital Investment and Environment and Natural Resources Finance and Policy hearing on February 28, 2024. THE MOTION PREVAILED.

Representative Jacob moved to approve the minutes from October 23, 2023. THE MOTION PREVAILED.

HF3416 (Bierman); Environment; rulemaking relating to solid waste disposal facilities required.

Chair Hansen moved that HF3416 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Representative Bierman presented HF3416.

Testifying on the bill:

Chair Hansen renewed the motion that HF3416 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill. The bill was laid over.

HF3617 (Finke); Use of critical habitat private sector matching account modified, reports required, and money appropriated.

Representative Finke moved that HF3617 be re-referred to the Committee on Ways and Means.

Representative Finke presented HF3617.

HF3376 (Greenman); Digital image use as proof of possession of game and fish licenses allowed.

Chair Hansen moved that HF3376 be re-referred to the General Register.

Representative Jordan moved to adopt the A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF3376, as amended.

Chair Hansen renewed the motion that HF3376, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF3461 (Finke); Forest industry data classified.

Representative Finke moved that HF3461 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Representative Finke presented HF3461.

Representative Finke renewed the motion that HF3461 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill. The bill was laid over.

HF4015 (Jordan); Native rough fish provided, conforming changes made for aquatic farm licenses and taking and possessing fish, and rulemaking authorized.

Representative Jordan moved that HF4015 be re-referred to the General Register.

Representative Jordan moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Jordan presented HF4015, as amended.
