Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on March 19, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pursell moved to approve the minutes from March 13, 2024. THE MOTION PREVAILED.

HF4409 (Agbaje); Grant program established for pilot projects to encourage and increase composting in multifamily buildings, report required, and money appropriated.

Chair Hansen moved that HF4409 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Representative Agbaje presented HF4409.

Chair Hansen moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF4135 (Hansen, R.); Agricultural fertilizer research fee and program extended by one year, drinking-water fee established for nitrogen fertilizer and private well drinking-water assistance program, testing for biosolids for perfluoroalkyl and polyfluoroalkyl substances required, reports required, and money appropriated.

Chair Hansen moved that HF4135 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Chair Hansen moved to adopt the A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
