FINANCE AND POLICY MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on April 9, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Jordan moved to approve the minutes from April 3, 2024, with a technical correction. THE MOTION PREVAILED.

HF3425 (Hicks); Olmsted County; tax-forfeited property environmental remediation funding provided, and money appropriated.

Chair Hansen moved that HF3425 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Representative Hicks presented HF3425.

Testifying on the bill:

• John Johnson, Township Supervisor, Haver Hill Township, Minnesota
• Matt Hilgart, Policy Analyst, Association of Minnesota Counties

Chair Hansen renewed the motion that HF3425 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill. The bill was laid over.

HF4822 (Feist); Tax-forfeited property excess sale proceed distribution modified, and money appropriated.

Chair Hansen moved that HF4822 be re-referred to the Committee on Taxes.

Chair Hansen moved to adopt the DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF4822, as amended.
