HIGHER EDUCATION FINANCE AND POLICY COMMITTEE MINUTES

Representative Gene Pelowski, Chair of the Higher Education Finance and Policy Committee, called the meeting to order at 10:30 AM on March 30, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Wolgamott moved that the minutes from March 28, 2023 be adopted. THE MOTION PREVAILED.

HF 38 (Pelowski) Board of Trustees of the Minnesota State Colleges and Universities undergraduate tuition reduction funding provided, and money appropriated.

Chair Pelowski moved that HF 38 be re-referred to the Ways and Means Committee.

Chair Pelowski renewed the motion that HF 38 be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 39 (Pelowski) Higher education policy changes provided to postsecondary attainment goals, student financial aid, institutional licensure provisions, and institutional grant programs.

Chair Pelowski moved that HF 39 be referred to the General Register.

Chair Pelowski moved the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pelowski renewed the motion that HF 39 as amended be referred to the General Register. THE MOTION PREVAILED.

HF 2073 (Pelowski) Office of Higher Education, Minnesota State Colleges and Universities, University of Minnesota, and Mayo Clinic funding and policy related changes provided; scholarship and student aid programs created and modified; direct admissions program created; reports required; and money appropriated.

Chair Pelowski moved that HF 2073 be re-referred to the Ways and Means Committee.

Chair Pelowski moved the DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davids moved the A1 amendment.

Rep. Davids withdrew the A1 amendment.

Chair Pelowski renewed motion that HF 2073 as amended be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

The meeting was adjourned at 10:40 AM.
