HOUSING FINANCE AND POLICY MINUTES

Representative Michael Howard, Chair of the Committee on Housing Finance and Policy, called the meeting to order at 3:00 P.M. on March 20, 2024, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Agbaje moved that the minutes of March 19, 2024, be adopted. THE MOTION PREVAILED.

HF4613 (Pursell) Landlords required to test for radon and provide disclosures, and remedies and penalties provided.

Chair Howard moved that HF4613 be recommended to be placed on the General Register.

Chair Howard moved that HF4613DE1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Howard renewed the motion that HF4613 as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF4010 (Kozlowski) Multifamily residential developments in cities requirements
established.

Representative Kozlowski moved that HF4010 be re-referred to the State and Local Government Finance and Policy Committee.

Representative Kozlowski moved that HF4010DE1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kozlowski renewed the motion that HF4010 as amended, be re-referred to the State and Local Government Finance and Policy Committee. THE MOTION PREVAILED.

HF3800 (Norris) Organization and operation of housing cooperatives for seniors, low and
moderate income people, limited equity cooperatives and leasing cooperatives for designated
members provided.

Representative Norris moved that HF3800 be recommended to be placed on the General Register.

Lead Johnson moved that HF3800A4 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Lead Johnson moved to reconsider HF3800A4. THE MOTION PREVAILED.

Representative Norris moved HF3800A5 to the HF3800A4 be adopted. THE MOTION PREVAILED. THE AMENDMENT, TO THE AMENDMENT, WAS ADOPTED.

Representative Norris renewed the motion to adopt HF3800A4 as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Lead Johnson moved HF3800A3 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris renewed the motion that HF3800 as amended, be placed on the General Register. THE MOTION PREVAILED.

HF4735 (Howard) Housing provisions modified.

Chair Howard moved that HF4735 be re-referred to the Capital Investment Committee.

Chair Howard moved that HF4735A1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Howard renewed the motion that HF4735 as amended, be re-referred to the Capital Investment Committee. THE MOTION PREVAILED.

The meeting was adjourned at 4:18 P.M.
