HUMAN SERVICES FINANCE COMMITTEE MEETING MINUTES

Representative Kristin Bahner, Vice Chair of the Committee on Human Services Finance, called the meeting to order at 4:19 PM on March 30, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Fischer moved that the minutes of March 28, 2023, be adopted. THE MOTION PREVAILED.

HF 2847 (Noor); Care provider workforce, aging and disability services, and behavioral health governing provisions modified; Department of Behavioral health established; forecast adjustments made; reports required; technical and conforming changes made; grants established; and money appropriated.

Chair Noor moved that HF 2847 be re-referred to the Ways and Means Committee.

Chair Noor moved the DE1 amendment.

Chair Noor moved the A4 amendment to the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Baker moved the A5 amendment to the DE1 amendment.

Representative Baker withdrew the A5 amendment.

Representative Fischer moved the A7 amendment to the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Neu Brindley moved the A8 amendment to the DE1 amendment.

Representative Neu Brindley moved an oral amendment to the A8 amendment, as below:
• Page 1, delete lines 1.5, 1.6, 1.8, and 1.9
• Page 1, line 1.7, delete “25 and”

Representative Neu Brindley withdrew the oral amendment.

Representative Neu Brindley withdrew the A8 amendment.

Representative Baker moved the A9 amendment to the DE1 amendment.

Representative Baker requested a roll call on the A9 amendment.

Representative Baker moved the A10 amendment to the DE1 amendment. THE MOTION DID NOT PREVAIL.

Representative Hicks moved the A11 amendment to the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Baker moved the A13 amendment to the DE1 amendment.

Representative Baker withdrew the A13 amendment.

Representative Baker moved the A13 amendment to the DE1 amendment with the recommendation to divide the amendment into two sections as below:
• 1.1-1.3
• 1.4-1.7

Vice Chair Bahner moved the first section of the A13 amendment, 1.1-1.3. THE MOTION DID NOT PREVAIL.

Vice Chair Bahner moved the second section of the A13 amendment, 1.4-1.7. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Noor renewed the motion to adopt the DE1 amendment, as amended, to HF 2847. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Noor renewed the motion that HF 2847, as amended, be re-referred to the Ways and Means Committee.

Representative Neu Brindley requested a roll call on the motion that HF 2847, as amended, be re-referred to the Ways and Means Committee.

AMENDMENTS: The author’s delete-all amendment to HF2847 (Noor) will be posted to the committee webpage on Monday, March 27, 2023. The deadline to submit amendments to the DE is 1:00pm on Wednesday, March 29, 2023.
