HUMAN SERVICES FINANCE COMMITTEE MEETING MINUTES

Representative Mohamud Noor, Chair of the Committee on Human Services Finance, called the meeting to order at 1:00 PM on March 21st, 2024, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Fischer moved that the minutes of March 14th, 2024, be adopted. THE MOTION PREVAILED.

HF2666(Hollins)- Minnesota basic income grant program established, report required, and money appropriated.

Chair Noor moved HF2666 before the committee.

Representative Hollins presented HF2666 before the committee.

Testifiers:

• Kasey Wiedrick, City of Saint Paul, Financial Capability Manager
• LeAndra Estis, Collegebound Boost
Chair Noor moved that HF2666 be referred to the Committee on Economic Development Finance & Policy Committee.

Chair Noor renewed his motion to refer HF2666 to the Committee on Economic Development. THE MOTION PREVAILED.

HF4883(Clardy)- Dakota County; mental health crisis services funding provided, and money appropriated.

Representative Clardy presented HF4883 before the committee.

Chair Noor moved that HF4883 be referred to the Committee on Health Finance & Policy.

• Commissioner Laurie Halverson, Dakota County
• Evan Henspeter, Dakota County Director of Social Services

Chair Noor renewed his motion to refer HF4883 to the Committee on Health Finance & Policy. THE MOTION PREVAILED.

HF4940(Virnig)- Dakota County; funding provided to address workforce shortage in disability services, report required, and money appropriated.

Chair Noor moved that HF4940 be laid over. The bill is laid over.

Representative Virnig presented HF4940 before the committee.
