JUDICIARY FINANCE AND CIVIL LAW COMMITTEE MEETING MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 A.M. on March 12, 2024, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Johnson moved that the minutes of March 7, 2024, be adopted. THE MOTION PREVAILED.

HF 4457 (Feist) Clients of civil legal services and volunteer attorneys allowed to proceed in forma pauperis.

Representative Feist moved that HF 4457 be recommended to be placed on the General Register.

Representative Feist moved the A4457DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 4457 as amended.

Representative Feist renewed the motion that HF 4457, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF 3692 (Hassan) Contract requirements for deeds between investor sellers and purchasers of residential real property modified, recording provisions modified, disclosures required, right to cancel provided, and civil remedies authorized.

Chair Becker-Finn moved that HF 3692 be recommended to be re-referred to the Commerce Finance and Policy Committee.

Chair Becker-Finn moved the H3692A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 4043 (Agbaje) Allocation of incarcerated persons based on their last known address in Minnesota required, Department of Corrections required to collect last residential address of an inmate before incarceration.

Chair Becker-Finn moved that HF 4043 be recommended to be re-referred to the Public Safety Finance and Policy Committee.

Representative Agbaje presented HF 4043.

Chair Becker-Finn renewed the motion that HF 4043 be recommended to be re-referred to the Public Safety Finance and Policy Committee. THE MOTION PREVAILED.

HF 1930 (Freiberg): End-of-life option established for terminally ill adults with a prognosis of six months or less, criminal penalties provided, data classified, reports required, immunity provided, and enforcement authorized.

Chair Becker-Finn moved that HF 1930 be recommended to be re-referred to the Commerce Finance and Policy Committee.

Chair Becker-Finn moved the H1930A14-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

*In-person testimony on HF 1930 will be limited to the provisions of the bill that fall within the Judiciary Finance and Civil Law Committee's jurisdiction. In-person testimony on the other provisions of the bill will not be taken.


Committee discussion of all bills will be limited to the provisions within the jurisdiction of the Judiciary Finance and Civil Law Committee. Items may be taken up in any order, items may be added or removed at the chair's discretion.
