JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 10:30 AM on March 24, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Curran moved that the minutes of March 23, 2023, be adopted. THE MOTION PREVAILED.

HF 282 (Frazier) Collection of race and ethnicity data on applications for drivers' licenses and identification cards authorized, and money appropriated.

Vice Chair Frazier moved that HF 282 be recommended to be re-referred to the Transportation Finance and Policy Committee.
Vice Chair Frazier presented HF 282. Testifying on HF 282:

Vice Chair Frazier renewed the motion that HF 282 be recommended to be re-referred to the Transportation Finance and Policy Committee. THE MOTION PREVAILED.

HF 1406 (Frazier) Liability for felony murder committed by another person limited, task force on aiding and abetting felony murder extended, and report provided.

Vice Chair Frazier moved that HF 1406 be recommended to be re-referred to the Ways and Means Committee.

Vice Chair Frazier renewed the motion that HF 1406 be recommended to be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 1520 (Hemmingsen-Jaeger) Direct-to-consumer genetic testing companies required to provide disclosure notices and obtain consent.

Chair Becker-Finn moved that HF 1520 be recommended to be placed on the General Register.

Chair Becker-Finn moved the H1520A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hemmingsen-Jaeger presented HF 1520 as amended.

HF 402 (Bierman) Health care entity transaction notice, review, and approval required; health system required to return charitable assets received from the state to the general fund.

Chair Becker-Finn moved that HF 402 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved the H1831A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF 1831 as amended.

Chair Becker-Finn renewed the motion that HF 1831 as amended be recommended to be re- referred on the Labor and Industry Finance and Policy Committee. THE MOTION PREVAILED.

HF 2290 (Curran) No-knock search warrants prohibited.

Representative Curran moved that HF 2290 be recommended to be re-referred to the Ways and Means Committee.

Representative Curran moved the H2290A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
