EDUCATION FINANCE COMMITTEE MINUTES

Representative Cheryl Youakim, Chair of the Education Finance Committee, called the meeting to order at 10:33 AM on March 12, 2024, in Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Jordan moved that the minutes from March 7th, 2024, be adopted. THE MOTION PREVAILED.

Presentation from Professional Education Licensing and Standards Board on 2023 Budget Implementation
Testifiers:
• Dr. Yelena Bailey, Executive Director, Professional Education Licensing and Standards Board
• Michelle Hersh Vaught, J.D., Chief of Staff, Professional Education Licensing and Standards Board

HF 4361 (Hill) Teacher licensure provisions modified, and reports required.
Representative Hill moved HF 4361 before the committee.
Representative Hill presented HF 4361.
Testifiers:
• Dr. Yelena Bailey, Executive Director, Professional Education Licensing and Standards Board
• Michelle Hersh Vaught, J.D., Chief of Staff, Professional Education Licensing and Standards Board

Chair Youakim moved that HF 4361 be laid over for possible inclusion in the final omnibus bill.
Presentation on Overview Excess Aid to Intermediate Programs
Testifiers:
• Paul Ferrin, Special Education Funding and Data Supervisor, Minnesota Department of Education

Vice Chair Clardy assumed the gavel.
HF 4333 (Youakim) Special education excess cost aid increased for intermediate school districts and other special education cooperatives, and money appropriated.
Chair Youakim moved HF 4333 before the committee.
Chair Youakim presented HF 4333.
Testifiers:
• Marcy Doud, Superintendent, Intermediate School District 287

Chair Youakim moved that HF 4333 be laid over for possible inclusion in the final omnibus bill.
Chair Youakim re-assumed the gavel.
The meeting was adjourned at 11:35 AM.
