EDUCATION POLICY MINUTES

Representative Laurie Pryor, Chair of the Committee on Education Policy, called the meeting to order at 3:00 PM on March 12, 2024 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Keeler moved that the minutes from March 6, 2024, be approved. THE MOTION PREVAILED.

HF3542 (Norris); requiring a district to adopt a policy allowing space for mental health care.

Representative Keeler moved that HF3542 be laid over for further consideration.

Representative Keeler moved the H3542A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris presented HF3542 as amended.

Chair Pryor renewed the motion that HF3542 as amended be laid over for further consideration. The bill as amended was laid over.

HF3803 (Norris); requiring stipends to be paid to student teachers.

Representative Berg moved that HF3803 be re-referred to the committee on education finance.

Representative Berg moved the H3803A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist moved that HF4581 be laid over for further consideration.

Representative Feist moved the H4581A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF3372 (Clardy); increasing and indexing English learner program revenue; supporting innovative English learner programs; creating a statewide English learner parent and community advisory council; encouraging local advisory councils; establishing micro credentials for teachers and administrators of English learners; authorizing rulemaking; appropriating money.

Representative Frazier moved that HF3372 be re-referred to the committee on education finance.

Representative Frazier moved the H3372A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
