Representative Rick Hansen, Member of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:30 A.M. on Tuesday, February 20, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved to approve the minutes from March 30, 2023. THE MOTION PREVAILED.

HF3352 (Huot); Civil penalty imposed on persons who disrupt or interfere with youth
athletic activity, youth officiating account established, and grants provided.

Representative Huot moved that HF3352 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Huot moved the HF3352A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Huot presented HF3352 as amended.

Testifying on the bill as amended:

- Todd Johnson, Executive Director, Amateur Sports Commission

Representative Huot renewed the motion that HF3352 as amended be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill. The bill was laid over.

HF3431 (Huot); Department of Administration governance technical changes made.

Representative Huot moved that HF3431 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Huot moved the HF3431A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

in location outside county seat, and county sheriff authorized to keep office in city
outside county seat.

Chair Klevorn moved that HF3346 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Chair Klevorn moved that HF3584 be re-referred to the Capital Investment Committee.
