FINANCE AND POLICY COMMITTEE MINUTES

Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:31 A.M. on Thursday, March 7, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved to approve the minutes from March 5, 2024. THE MOTION PREVAILED.

HF4339 (Nelson, M); Hennepin County's authority to contract with entities employing persons eligible for public assistance or otherwise requiring rehabilitative services modified.

Chair Klevorn moved that HF4339 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Nelson presented HF4339.

Testifying on the bill:
- Michael Rosenfeld, Manager, Negotiated Procurement
- Logan Futterer, Manager, Hennepin County Productive Day Program

Chair Klevorn moved the H4339A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Klevorn renewed the motion that HF4339 as amended be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill. The bill was laid over.

HF4193 (Kozlowski); Cloquet Forestry Center state-owned land transferred to
University of Minnesota, defeasance of outstanding debt on state bond financed property
funding provided, and money appropriated.

Chair Klevorn moved that HF4193 be re-referred to the Capital Investment Finance and Policy Committee.

Representative Kozlowski presented HF4193.

HF4310 (Lillie); Compensation plans ratified.

Chair Klevorn moved that HF4310 be re-referred to the Ways and Means Finance and Policy Committee.

Representative Lillie presented HF4310.

Chair Klevorn renewed the motion that HF4310 be re-referred to the Ways and Means Finance and Policy Committee. THE MOTION PREVAILED.

HF3938 (Curran); Residential programs licensing and zoning requirements modified.

Chair Klevorn moved that HF3938 be re-referred to the Health Finance and Policy Committee.

Chair Klevorn moved the H3938DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Curran presented HF3938 as amended.
