Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:30 A.M. on Friday, April 12, 2024, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved to approve the minutes from April 9, 2024. THE MOTION PREVAILED.

HF5336 (Gomez); Cities and counties authorized to impose local sales taxes for certain projects, local sales tax equalization distribution established, state auditor oversight provided, and money appropriated.

Chair Klevorn moved HF5336 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus.

Chair Klevorn moved the H5336A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gomez presented HF5336 as amended.

Testifying on the bill as amended:
- Julie Blaha, Minnesota State Auditor

Chair Klevorn renewed the motion that HF5336 as amended be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus. The bill was laid over.

HF4010 (Kozlowski); Multifamily residential developments in cities requirements established.

Chair Klevorn moved HF4010 be re-referred to the General Register.

Representative Howard presented HF4010.

Chair Klevorn moved the H4010A3 amendment.

Representative Howard moved an oral amendment to the H4010A3 amendment to HF4010, as below:
“Page 1, delete lines 21 and 22
Page 2, delete lines 1 and 2”

THE MOTION PREVAILED. THE AMENDMENT WAS INCORPORATED.

Chair Klevorn moved the H4010A3 amendment as amended. THE MOTION PREVIALED. THE AMENDMENT AS AMENDED WAS ADOPTED.
