TRANSPORTATION FINANCE AND POLICY MINUTES

Representative Frank Hornstein, Chair of the Committee on Transportation Finance and Policy, called the meeting to order at 8:33 AM on March 7, 2024, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Petersburg moved that the minutes of March 5, 2024, be adopted as corrected. THE MOTION PREVAILED.

HF 4268 (Sencer-Mura) Metropolitan Council required to design, construct, and fund aspects of bus rapid transit projects.

Chair Hornstein moved HF 4268 before the Transportation Finance and Policy Committee.

Chair Hornstein presented HF 4268.

HF 4104 (Tabke) Release of information on leased motor vehicles to licensed motor vehicle dealers authorized, and technical changes made.

Vice Chair Tabke moved that HF 4104 be re-referred to the Committee on Judiciary Finance and Civil Law.

Vice Chair Tabke moved the H4104A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Tabke presented HF 4104 as amended.

Testifying on HF 4104 as amended:

• Kyle Makarios, Teamsters Local 32

Vice Chair Tabke renewed the motion to rerefer HF 4104 as amended, to the Committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.

HF 3374 (Kiel) East Grand Forks; special permit issuance for hauling sugar beets authorized, and report required.

Chair Hornstein moved HF 3374 before the Transportation Finance and Policy Committee.

Representative Petersburg moved the H3374DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiel presented HF 3374 as amended.

Chair Hornstein laid over HF 3374 as amended.

Representative Petersburg moved the H4350A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Petersburg presented HF 4350 as amended.

Chair Hornstein laid over HF 4350 as amended.
