WAYS AND MEANS COMMITTEE MEETING MINUTES

Representative Liz Olson, Chair of the Committee on Ways and Means, called the meeting to order at 9:04 A.M. on, Wednesday, May 3, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF402 (Bierman) Health care entity transaction requirements established, expiration date changed on moratorium conversion transactions, health system required to return charitable assets received from the state to the general fund, study required on regulation of transactions, report required, and money appropriated.

Representative Bierman presented HF 402.

Representative Bierman presented the A2 amendment to HF 402.

A quorum was present.

Chair Olson moved that HF 402 be re-referred to the General Register.

Chair Olson moved the A2 amendment to HF 402. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bierman presented HF 204 as amended.

Chair Olson renewed the motion that HF 402 as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF1900 (Hollins) Environment and natural resources trust fund renewal provided, report required, money appropriated, and constitutional amendment proposed.

Chair Olson moved that HF 1900 be re-referred to the Committee on Rules and Legislative Administration.

Representative Hollins presented HF 1900.

Chair Olson moved the A6 amendment to HF 1900.

Chair Olson offered an oral amendment to the A6 amendment to HF 1900 as follows:
Page 1, after line 2, insert:
“Page 2 delete line 11
Page 2, line 12, delete “to 50 percent,””
THE MOTION PREVAILED. THE ORAL AMENDMENT, TO THE AMENDMENT, WAS INCORPORATED.

Representative Hollins presented the A6 amendment as amended.

Chair Olson renewed the motion to adopt the A6 amendment, as amended to HF 1900. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Olson renewed the motion that HF 1900 as amended, be re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Vice Chair Edelson moved that the minutes of April 24, 2023, be approved. THE MOTION PREVAILED.

HF2988 (Wolgamott) Workers' compensation self-insurance provisions modified.

Chair Olson moved that HF 2988 be re-referred to the General Register.

Representative Wolgamott presented HF 2988.
