WORKFORCE DEVELOPMENT FINANCE AND POLICY COMMITTEE

Representative Jay Xiong, Chair of the Workforce Development Finance and Policy Committee, called the meeting to order at 8:33 AM on March 31, 2023, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Brand moved that the minutes of March 29, 2023, be adopted. THE MOTION PREVAILED.

HF 2233 (Xiong); Omnibus workforce development finance bill.

Chair Xiong moved that HF 2233 be referred to the Committee on Ways and Means.

Chair Xiong moved the A23-0107 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Xiong presented HF 2233 as amended.

Rep. Sencer-Mura moved the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Lead Baker moved the A3 amendment.

Testifying:

Lead Baker offered an oral amendment to the A3 amendment, as below:
• Page 4, line 12 - 20, delete “Subd. 10.Local employer scholarships tax credit.(a) A local employer is allowed a credit against the tax due under Minnesota Statutes, chapter 290, equal to 50 percent of the amount of the local employer's scholarship awarded to an employer-sponsored applicant. b) The credit allowed to a local employer under this subdivision per scholarship awarded to an employer-sponsored applicant for a taxable year is limited to the lesser of the following amounts: (1) $10,000; or (2) 50 percent of the amount of the local employer's scholarship awarded to an employer sponsored applicant.”
• In addition, subsequent divisions will be renumbered.

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Lead Baker renewed the motion for the A3 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Sencer-Mura moved the A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
