MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the twentieth meeting to order at 12:40 P.M. on Wednesday, March 30, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

HORNSTEIN, Frank moved the Minutes of March 21, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED


HF1971 (Nelson, P.) Alternative local government annexation process provided.

ANDERSON, Bruce moved that HF1971 be recommended to pass.

At the request of the Chief Author, ANDERSON, Bruce moved to recommend HF1971 be amended as follows:

ANDERSON, Bruce moved to recommend HF1971 as amended be further amended as follows:

Without objection HF1971 and the Anderson Motion as amended, including the pending Anderson motion to further amend, were Laid On The Table.
HF2061 (Lanning) Urban development limited on unincorporated property that abuts a municipality in certain cases, and city land use controls extended.

LANNING, Morrie moved to recommend HF2061 be recommended to pass.

Craig Johnson, Intergovernmental Relations Representative, League of Minnesota Cities, 145 University Av W, St. Paul, MN, 55103-2044 provided testimony on and responded to the Committee’s questions regarding HF1971 as amended.


HF2060 (Liebling) Land use advisory council established, duties provided, certain annexation limits removed, and alternative annexation procedures established for cities in certain cases.

HILSTROM, Debra moved HF2060 be recommended to pass.

The following provided testimony on and responded to the Committee’s questions regarding HF2060:

OLSON, Mark moved HF0865 be recommended to pass and be re-referred to the Committee on State Government Finance.
