MINUTES


Representative Steve Smith, Chair of the Public Safety Policy and Finance Committee, called the seventeenth meeting to order at 10:23 a.m. on Tuesday, February 22, 2005 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was present.


Rep. Johnson moved approval of the minutes of February 17, 2005, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Smith moved HF42 (Howes) relating to Silencers authorized to muffle discharges of firearms for natural resource wildlife control.

Rep. Howes presented HF42

Rep. Smith moved to orally amend HF42 as follows (see attached). THE AMENDMENT WAS INCORPORATED.

The Chair laid HF42 over for possible inclusion in the omnibus Public Safety Policy and Finance bill.

Rep. Hilstrom moved HF1020 (Atkins) relating to steroid sale and possession penalties increased.

Rep. Atkins presented HF1020.

The Chair laid HF1020 over for possible inclusion in the omnibus Public Safety Policy and Finance bill.

Rep. Smith moved HF319 (Powell) relating to child restraint system required for motor vehicle passengers under nine years of age.

Rep. Powell Presented HF319.

Rep. Hilstrom moved to orally amend HF319 as follows (see attached). THE MOTION DID NOT PREVAIL.

The Chair laid HF319 on the table.

Rep. Cornish moved HF998 (Rukavina) relating to traffic and vehicle inspection citation quotas prohibited.

Rep. Rukavina presented HF998.

Rep. Cornish renewed his motion that HF988, be recommend to pass, and that it be referred to the General Register. THE MOTION PREVAILED.
