Chair Huntley called to order the twenty-second meeting at 12:36 p.m. on Thursday, March 8, 2007, in Room 200 of the State Office Building. A quorum was present.

Rep. Anderson moved approval of the March 7, 2007, minutes. The motion prevailed.

HF 1524 (SAILER) - American Indian Child Welfare Act expanded.

Chair Huntley moved HF 1524 be laid over for consideration in the final omnibus bill.

Rep. Sailer made a brief presentation on her bill. Testifying in favor of the bill were:

Dr. Sandra Parsons, PhD, Executive Director, Family and Children's Services, Beltrami County
Kristine Johnson, American Indian Welfare Initiative Coordinator
Tony Murphy, Beltrami County Administrator, and on behalf of the Beltrami County
Commissioners

Rep. Sailer made closing comments and Chair Huntley renewed his motion that HF 1524 be laid over for possible inclusion in the final omnibus bill.

At 1:02 Vice Chair Hosch assumed the gavel.

HF 298 (HUNTLEY) - Family planning access increased to prevent unintended pregnancies, nurses authorized to dispense oral contraceptives at clinics, reimbursement rates increased, grant reductions eliminated, and money appropriated.

Rep. Huntley moved HF 298 pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Housing and Public Health Finance Division and further moved the A07-0210 amendment. The motion prevailed. The amendment was adopted.

Rep. Thissen noted the committee packets did not contain the most recent version of the bill. Pages were asked to retrieve and copy the correct version while testimony continued in committee as follows:

The correct version of the bill was passed out at this time to the members of the committee and testimony continued:

Rep. Brod moved the H0298A6 amendment. Discussion followed. The amendment failed on a voice vote. Rep. Brod called for a division. There being 10 ayes and 11 nays, the motion did not prevail. The amendment was not adopted.

Rep. Huntley made closing comments to the bill. Discussion followed. Coming to the table were:

Kristen Lockridge, Minnesota Department of Health
Connie Perpich, Planned Parenthood of Minnesota to offer more information and answer questions of the members.

Anderson requested a roll call on the bill.

More discussion occurred.

Rep. Dean requested a roll call vote on the bill.

Rep. Huntley renewed his motion that HF 298, as amended, be returned to the Committee on Finance and be re-referred to the Committee on Housing and Health Policy.
