MINUTES


Representative Karen Clark, Chair, called the sixteenth meeting to order at 4:30 p.m. on Thursday, March 1, 2007 in Room 500N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Clark called the meeting to order at 4:30 p.m.

A quorum was present.

Representative McNamara moved that the minutes from Wednesday, February 28, 10 a.m. meeting, be approved. THE MOTION PREVAILED.

Representative Laine moved to layover HF758 for possible inclusion in the omnibus bill.

HF758 (Laine) Emergency assistance and transitional housing funding provided, and money appropriated

Representative Laine presented HF758 to the committee.

Testifying in support of HF758:
Michael Dahl, Minnesota Coalition for the Homeless
MaryAnnette Quinnell, Project Secure

Representative Laine renewed her motion to layover HF758 for possible inclusion in the omnibus bill. Hearing no objection, the motion prevailed.

HF777 (Lesch) Housing opportunity tax abatement program established

Representative Kranz moved to pass and re-refer HF777 to the Committee on Finance with a recommended re-referral to the Committee on Taxes.

Representative Lesch presented HF777 to the committee.

Representative Kranz renewed his motion to pass and re-refer HF777 to Taxes. THE MOTION PREVAILED.

Representative Kranz moved that the minutes from Wednesday, February 28 be approved as corrected. THE MOTION PREVAILED.

HF166 (Lesch) Uniform residential tenant reports provided

Representative Morgan moved to reconsider the action by which HF166 was recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice. On a vote of 9 AYES and 4 NAYS THE MOTION PREVAILED.

Representative Morgan moved the H0166A1 amendment. (Attached) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Morgan renewed his motion to reconsider the action by which HF166 was recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice. THE MOTION PREVAILED.
