Representative Paul Thissen, Chair of the Committee, called the meeting to order at 2:25 P.M. on, Tuesday, March 20, 2007 in Room 200 of the State Office Building.

Chair Thissen moved that HF638 be recommended to pass and re-referred to the General Register.

HF1442 (Slawik) Compassionate Care of Sexual Assault Victims Act requiring hospital emergency rooms to provide emergency contraception, prophylactic antibiotics, and information to sexual assault victims.

Chair Thissen moved the A07-0487 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Walker moved to amend the A07-0487 amendment as follows:

Page 1, line 10 after "victim" insert "who tests negative on a pregnancy test, but a pregnancy test is not required"
Page 1, line 12 before "victim" insert "who tests negative on a pregnancy test and"

THE AMENDMENT WAS ADOPTED.

Rep. Gottwalt moved to amend the A07-0487 amended amendment as follows:

Page 1, line 10 delete "but a pregnancy test is not required"

A division was requested.

On a vote of 6 AYES and 8 NAYS THE AMENDMENT WAS NOT ADOPTED.

Page 1, line 5 at the end of the line insert "(b) a hospital may administer a pregnancy test. If the test is positive, the hospital does not have to comply with provisions in subdivision 1(a)"
