MINUTES


Chair Wagenius called the meeting to order at 8:33 A.M. on March 23, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2622 Cornish, Blue Earth River designated as a boating route, and money appropriated.

Rep. Cornish presented his bill. Forrest Boe, Department of Natural Resources Parks and Trails Division Director, testified on the bill.


HF2673 Dettmer, Disabled veterans' eligibility expanded for a free annual state park permit.

Rep. Dettmer presented his bill. Forrest Boe testified.


A quorum was present at 8:44 A.M.


Rep. Wagenius moved HF2622 and 2673 for possible inclusion in the omnibus finance bill and laid them over.


HF2957 Koenen, Indian tribal governments exempted from registering or licensing watercraft, off-highway vehicles, and snowmobiles.

Rep. Wagenius moved the bill for possible inclusion and moved a written but unnumbered amendment as follows: on page 4, after line 9, insert: "Section 7. EFFECTIVE DATE. The amended language in section 6 is effective only upon the state receiving the written approval from the United States Coast Guard, as provided in 46 USC 12303 and 33 CFR 174.7" The motion prevailed and the amendment was adopted.

HF3291 Sailer, Supplemental application fee waived for utility crossings of public lands and waters under certain conditions.

Rep. Wagenius moved HF3291 for possible inclusion and moved the A10-2308 amendment. The motion prevailed and the amendment was adopted.

HF2954 Dill, General burning permits provided, forestry service fees establishment authority modified, forest management lease pilot project modified, timber sales provisions modified, and certain pilot projects and reports eliminated.

HF3094 Eken, Natural resources provisions modified relating to administrative accounts, electronic transactions, registration exemptions, ATV restrictions, state trails and boating routes, fees and disposition of receipts, bidding exemptions, horse trail pass, master plan requirements, beaver dams, the Water Law, nongame wildlife checkoffs, and Lake Vermilion State Park acquisition provided.

Rep. Wagenius moved the bill for possible inclusion and moved the H3094A4 amendment. The motion prevailed and the amendment was adopted.

Rep. Eken presented his bill as amended.

Rep. Wagenius moved to delete section 36. The motion prevailed and the amendment was adopted.
