MINUTES


Chair Persell called the meeting to order at 8:32 A.M. on March 16, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:37 A.M.

HF3253 Persell, Water quality enhancement pilot program funding provided, and money appropriated.

Rep. Persell moved his bill for possible inclusion in an omnibus clean water funding bill.

Shannon Lotthammer, Pollution Control Agency, testified against the bill.

The bill was laid over.


HF3169 Hansen, Thompson Lake remediation funding provided, and money appropriated.

Rep. Hansen moved his bill for possible inclusion in the omnibus clean water funding bill and moved an oral amendment as follows: line 1.5, after "$750,000" insert "in FY 2011". The motion prevailed and the amendment was adopted.

Testifying in support: Al Singer, Dakota County Manager and Gene Pfeifer, President, St. Croix Lutheran High School

The bill was laid over.

Rep. Anderson moved the H3169A1 amendment.

Testifying in support: James Page and Stu Froelich of Schmidt Lake Association.

Rep. Anderson renewed her motion. The motion prevailed and the amendment was adopted.

The bill as amended was laid over.


HF3633 Scalze, Water pollution prevention from polycyclic aromatic hydrocarbons appropriations modified.

Rep. Scalze moved her bill for possible inclusion in the omnibus clean water funding bill.

Testifying in support: Lisa Thorvig, Municipal Division Director, Minnesota Pollution Control Agency; Mark Sather, City Manager, City of White Bear Lake; Craig Johnson, League of Minnesota Cities.

The bill was laid over.

HF3502 Wagenius, Metropolitan area groundwater monitoring account and fee established, and money appropriated.

Alan Peterson, President, Irrigators’ Association, testified on the bill.


Rep. Persell moved the minutes of March 4, 8, 9, and 11 be approved. The motion prevailed and the minutes are approved.

The committee adjourned at 9:58 A.M.
