Representative Tom Rukavina, Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 1:05 P.M. on Tuesday,
February 17, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina welcomed Steve Sviggum, Commissioner, Minnesota Department of Labor and Industry, to the committee and invited him to begin his presentation.

Steve Sviggum, Commissioner, Minnesota Department of Labor and Industry, introduced himself. Commissioner Sviggum also introduced Cec Jackson, CFO, Minnesota Department of Labor and Industry; Patricia Todd, Assistant Commissioner, Minnesota Department of Labor and Industry; and Tom Joachim, Assistant Commissioner, Minnesota Department of Labor and Industry.

Commissioner Sviggum began his presentation of the Department’s budget and expenditures.

Commissioner Sviggum continued his presentation.

A quorum was present.

Chair Rukavina welcomed the Minnesota State Colleges and Universities student assosciations and invited them to come forward to give their presentation.

Jacob Littler, President, Minnesota State College Student Association, and Graeme Allen, President, Minnesota State University Student Association, introduced themselves and provided testimony on behalf of their organizations and announced the rally and meetings that would be occurring at the Capitol tomorrow.

Questions and discussion followed.

Chair Rukavina encouraged members of the Division participate in the rally.

Chair Rukavina asked Commissioner Sviggum to continue his presentation.

Commissioner Sviggum invited Ms. Jackson to come forward and assist with the presentation.

Cec Jackson, CFO, Minnesota Department of Labor and Industry, presented information regarding the Department’s budget.

Ms. Jackson continued her presentation.

Chair Rukavina asked Commissioner Sviggum to discuss the electronic licensing initiative project.

Commissioner Sviggum provided testimony regarding electronic licensing.

Tom Joachim, Assistant Commissioner, Minnesota Department of Labor and Industry, introduced himself and assisted in answering questions.

Ms. Jackson provided further testimony regarding the budget change items.

Chair Rukavina made announcements regarding the University of Minnesota’s budget information and upcoming meetings.

Representative Haws moved that the minutes of February 12, 2009 be adopted. THE MOTION PREVAILED.
