MINUTES


Representative Joe Atkins, Chair of the Commerce and Labor Committee, called the meeting to order at 4:30 P.M. on February 4, 2008, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Murdock moved that the minutes of January 13th, 2009 and January 22nd, 2009 be adopted. THE MOTION PREVAILED.


HF127 (Holberg) Motor vehicle definition clarified in statutory provision deeming the driver to be the agent of the owner in case of accident

Representative Atkins moved HF127.

Representative Atkins moved the A09-0013 amendment. THE AMENDMENT WAS ADOPTED.

Representative Atkins moved HF127, as amended, be recommended to pass and re-referred to the Committee on Civil Justice. THE MOTION PREVAILED.


HF8 (Simon) Minnesota False Claims Act established

Representative Simon moved HF8.

Representative Simon moved the H0008DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Zellers moved to orally amend HF8 as follows:
In Sec. 11, delete subsection (c). THE MOTION DID NOT PREVAIL.

Representative Simon moved HF8, as amended, be recommended to pass and re-referred to the Committee on State & Local Government Operations Reform, Technology, and Elections. THE MOTION PREVAILED.


HF332 (Jackson) Death deed transfer clarifying, technical, and conforming changes made, common element certificates of title expanded to include planned communities, designated transfer requirements exempted, cartways in cities procedures established, and power of attorney provision modified relating to real property transactions

Representative Atkins moved HF332.

Representative Atkins moved to orally amend HF332 as follows:
Line 9.21, delete "city clerk" and insert "chief appointed city officer". THE AMENDMENT WAS ADOPTED.
