Representative Tina Liebling, Vice-Chair of the Health Care and Human Services Policy and Oversight Committee, called the meeting to order at 2:50 P.M. on Tuesday, February 23, 2010 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huntley moved the minutes of February 18, 2010 be adopted. THE MOTION PREVAILED.

HF3066 (Thissen) Administrative expense data reporting required, the Advisory Group on Administrative Expenses established, and money appropriated.

Representative Thissen moved that HF3066 be recommended to pass and re-referred to the Committee on State and Local Government Operations Reform, Technology and Elections.

Providing testimony in support of the bill:

Buddy Robinson, Co-Coordinator, Greater Minnesota Health Care Coalition

Representative Abeler moved the H3066A1 amendment.

Providing testimony in support of the amendment:

Dave Feinwachs, General Counsel, Minnesota Hospital Association

Providing testimony in opposition of the amendment:

Julie Brunner, Executive Director, Minnesota Council of Health Plans
Tom Lehman, Prime West Itasca County Based Purchasing

Representative Abeler withdrew his amendment.

Representative Thissen renewed his motion that HF3066 be recommended to pass and re-referred to the Committee on State and Local Government Operations Reform, Technology and Elections. THE MOTION PREVAILED.

Representative Thissen assumed the gavel at 3:20 P.M.

Quality and Planning, Patient advocacy ombudsman, and inspector general for the Minnesota Health Plan established; and money appropriated.

Representative Laine moved that HF135 be taken off the table and be recommended to pass and re-referred to the Committee on Finance.

Representative Bly provided information on the bill.

Representative Laine moved the H0135A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Laine renewed her motion that HF135, as amended, be recommended to pass and re-referred to the Committee on Finance.

Representative Gottwalt requested a roll call vote. The results were as follows:
