MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:35 p.m. on March 20, 2012, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Atkins moved HF2871.

Dean Rose, owner of Kirk’s liquor store testified.

Jackie Cherryhomes testified.

Pier Willett from City of Minneapolis testified.

The chair moved HF2871 over for possible inclusion in the liquor omnibus bill.

A quorum was present.

Representative Davids moved the minutes for March 7, 2012. The motion prevailed.

Representative Atkins moved the minutes for March 13, 2012. The motion prevailed.

Representative Atkins moved HF2812 for possible inclusion in the liquor omnibus bill.

Jason Alvey from Four Falcons testified.

The Chair laid HF2812 over for possible inclusion in the liquor omnibus bill.

Representative Hoppe moved HF2450.

Representative Simon introduced HF2450.

Burt Black, legal advisor for the Secretary of State testified.

Representative Hoppe renewed his motion that HF2450 be recommended to pass and re-referred to the General Register. The motion prevailed.

The chair handed the gavel to Representative Sanders at 2:57 pm.

Representative Hoppe moved HF2795 and recommended that it be passed and re-referred to the General Register. The motion prevailed.

Richard Kruegger, executive director of the Racing Commission testified.

Representative Sanders moved HF2719.

Representative Gunther introduced HF2719.

Representative Sanders moved amendment H2719DE1.The motion prevailed. The amendment was adopted.

Austin Blees from City of Winnebago and Todd Fyten testified.

Representative Sanders moved HF2719 over as amended for possible inclusion in the liquor omnibus bill.

Representative Sanders returned the gavel to Representative Hoppe at 3:25 pm.

Representative Sarah Anderson moved HF1035 for possible inclusion in the liquor omnibus bill.

Scott Lichtenberg (store director for Cub Foods in Blaine), Joe Bagnoli (MN Licensed Beverage Association) and Bruce Nolan (liquor store owner) testified.

The Chair laid HF1035 over for possible inclusion in the liquor omnibus bill.

Representative Davids moved HF2749 and recommended that it be passed and re-referred to the General Register.

Representative Davids moved amendment H2749A3.

Doug Franzen (Property Casualty Insurers of America), John Knapp (American Insurance Association), and Joel Carlson (Association for Justice) testified.

Representative Davids renewed his motion. The motion prevailed. The amendment was adopted.

Representative Davids renewed his motion that HF2749 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.

The chair adjourned the meeting at 4:00 pm.
