MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 7:15 p.m. on March 22, 2012, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

ANZELC, Tom; DAUDT, Kurt; DAVIDS, Greg; DITTRICH, Denise; TILLBERRY, Tom; and ATKINS, Joe were excused.

A quorum was present.

Representative Loon moved the minutes from March 21, 2012. The motion prevailed.

Representative Sarah Anderson moved HF2150.

Representative Sarah Anderson moved amendment H2150DE2. The motion prevailed. The amendment was adopted.

Kate Johannsen from MN Chamber of Commerce testified.

Kathryn Kmit from MN Council of Health Plans testified.

Jan Alswager from Education MN testified.

Tom Thornburg from MN Association of Firefighters testified.

John Thoreson from ASCME Council 5 testified.

Bruce Anderson, Benefits Manager for State Employee Group Insurance Program testified.

Representative Anderson renewed her motion that HF2150 be recommended to pass as amended and re-referred to the General Register.

Representative Nelson requested a roll-call vote on the motion.

The following members voted in favor of the motion: HOPPE, SANDERS, SARAH ANDERSON, CRAWFORD, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.

The following members voted against the motion: JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM.

There being 10 ayes and 5 nays, the motion prevailed.

Representative Hoppe moved HF2499 and recommended that it be passed and re-referred to the Civil Law Committee.

Representative Runbeck introduced HF2499.

Representative Hoppe handed the gavel to Representative Mazorol at 8:04 PM.

Steve Young, Global Director of the CO Round Table testified.

Robert Scarlett testified.

Representative Hoppe moved amendment H2499DE1. The motion prevailed. The amendment was adopted.

Bryan Lake from MN State Bar Association testified.

Representative Hoppe renewed his motion that HF2499 be recommended to pass as amended and re-referred to the Civil Law Committee. The motion prevailed.

The Chair adjourned the meeting at 8:17 PM.
